State tax registration guide for Connecticut.

REQUIRED REGISTRATIONS

  • Unemployment Insurance: Connecticut Department of Labor (DOL)

  • Income Tax Withholding: Connecticut Department of Revenue (DOR)

  • Paid Family & Medical Leave: Connecticut Paid Leave Authority (PLA)

 

REQUIRED INFORMATION

  • SIT ID # (format: XXXXXXXX-000)

  • SIT payment frequency

  • SUI ID # (format: #######000)

  • Current year SUI rate

  • PFML ID # (format XX-XXXXXXX)

NOTE: If Namely needs to resolve a tax notice, back file a missing original return, or file an amended return, you'll need to complete a CT SUI POA and have Namely submit it to the Agency. Please note, that the CT SUI POA can be pre-generated with your company's business information by submitting a Help Community case requesting this action.

 

REGISTERING FOR UNEMPLOYMENT INSURANCE

If you haven't registered for CT SUI, please navigate to the Agency's website here and thoroughly review the information. After you've reviewed that information, you can begin registering for your tax account, as well as your online account. To register your business for CT SUI, go to New Employer Registration > Register. After you can set up your online account login credentials by going to Registered Employers > Create an Account.  Be sure to keep all registration and online account documentation for your records.

Once registered, you will receive an 
Unemployment Account Number (UI) and Unemployment Rate (%), which you will need to enter into Namely Payroll under Company > Tax (UI tax).

If your company is already registered with CT DOL, you can find your account number on notices received from the DOL.  Your company's account number and rate can be found on the bottom right of the Statement of Experience Account notice that you receive on an annual basis from the Department of Labor.

REGISTERING FOR INCOME TAX WITHHOLDING  

Registration should be completed online. Visit the department's online registration site here, select Register a New Business Online and follow the prompts. 

TIP:

Future-date registration is possible for this state's income tax withholding! 

Once registered, you will receive a Withholding Tax Account Number (WH) which you will need to enter into Namely Payroll under Company > Tax (WH tax). If you've run payroll in CT previously, you can find your account number on notices received from the DOR.

REGISTERING FOR PAID FAMILY AND MEDICAL LEAVE

Your company will need to set up an online account through this website and select Create Account. Complete the online form with your business contact information and wait for a confirmation email from the Agency.

After you've set up an online account, register your business with the 
Connecticut Paid Leave Authority through this website and select Register. Complete the online form with your business contact information and wait for a confirmation email from the Agency.

Once you've created an online account and registered your business with the 
Connecticut Paid Leave Authority, enter your CT PFML ID # into Namely Payroll under Company > Tax. Your CT PFML ID # will be your company's FEIN. Do not enter your company's FEIN as a Tax ID in Namely until you have registered!

POWER OF ATTORNEY FORMS

Please note, Namely does not require a Power of Attorney for this state at this time. It is not required to file or remit payments on your behalf. If one is needed to resolve a tax matter, the tax notice team will request one from you at that time.

If a Power of Attorney is requested from you, you should email completed copies of the forms 
namelyPOA@Namely.com with the CID in the subject line for processing. We will update our system and maintain a copy of each form for record-keeping purposes

STATE INCOME WITHHOLDING FORMS

Namely uploads Federal and State W-4 documents to your HRIS site for use during onboarding, or if you need to send W-4s to employees who need to make withholding adjustments. 

TIP:

The most up to date W-4 documents can be found in the Namely section of the Document dropdown menu in Onboarding and Manage eSignature


Form Name: CT-W4

Accepts Federal W-4: No

Comments: Employers must obtain a completed Form CT-W4, Employee's Withholding or Exemption Certificate, from each new employee when hired.

An existing employee must file a new Form CT-W4 within 10 days of a change in circumstances that increases tax liability. If a completed Form CT-W4 is not provided to the employer by the employee, withholding should be taken at the flat rate of 6.99%, without allowance for exemptions.

As of 2021, there is now a 
Reduced Withholding section in the CT-W4. This section reduces the amount of the calculated Connecticut State Income Tax by the amount indicated in that field per paycheck. It will default to zero in Namely Payroll but can be changed directly from the employee's tax profile or through an updated CT-W4.
